I was under the impression that Raccoon City was completely wiped off the map as mentioned in the original Resident Evil 3 game and Umbrella Chronicles. Then I see that Raccoon City is only partially destroyed in the Requiem trailer. So I'm guessing either we were deceived about Raccoon's "total" destruction, or the city is being rebuilt.

Umbrella Corps did the same thing but with the Antarctica Base. But yeah Raccoon City is a literal crater at the end of Outbreak.
Also it's interesting that there is no sign of any growing vegetation, city's like a desert.
