In the 1990's, Raccoon City had begun a plan called 'A Bright 21st Century Raccoon City' with the help of generous funding from Umbrella. This was to be the spearhead behind Mayor Michael Warren's re-election campaign. Part of this plan involved the creation of the Raccoon City branch of the Special Tactics and Rescue Service {S.T.A.R.S.} in 1996.

This was a special team of hand-picked operatives made up of police, military and civillians alike, all of whom were experts in their respective fields. The team would instantly respond to the increasing acts of terrorism, numerous acts of organised crime, and any other trouble to big for the local police force to handle.


The first ever S.T.A.R.S. team was assembled in in the summer of 1967 in New York City as a special branch of the police force trained to deal with a series of occult related homicides that were occuring around that time. Since then, S.T.A.R.S. teams have been established in a number of major metroplian areas and work closely with local, state, and federal law enforcement teams.


S.T.A.R.S. teams are typically comprised of twelve members, each split into two teams of six and each individual is issued with a position such as leader, pilot, vehicle specialist and a medic. During a mission, they have to perform their jobs in certain steps:

1. Before a mission, the Leader {LDR} will brief the mission details to the members and will answer any questions raised. He is also responsible for the tactical planning.
2. When the mission is executed the Point Man {PM} will be sent in to investigate and check that the field is safe and clear before the other members are sent in.
3. The Back-Up Man {BUM} will be the back-up for the Point Man.
4. The Omni-Man {OM} is responsible for other non-combat assignments such as weapons maintenance or load-shifting.
5. Rear Security {RS} is responsible for final back-up. They will contact HQ for assistance should any incident occur.

Raccoon City Branch:

Thanks to generous funding provided by Umbrella and other civillian companies, S.T.A.R.S. was able to co-operate and share resources with the R.P.D., but could also move about independently. Their office was located on the second floor of the R.P.D. station, and thanks to these generous donations, were not lacking for anything equipment wise.

The Raccoon teams were founded by Albert Wesker, who had been head-hunted for the post by someone inside Umbrella. With the unit split into two respective teams designated Alpha and Bravo, Wesker became the group's overall commander and captain of Alpha Team. His second in command would be veteran Enrico Marini, and he was placed as Bravo Team captain.

Custom Weaponry:

Shortly after the unit was established, a contract was signed with Joe Kendo, a veteran of the San Francisco police SWAT team and now manager of the gun shop 'Kendo's' in the San Francisco subburbs. He was to help train the S.T.A.R.S. members with a variety of customisable weaponry. Kendo kept this position until December 1996 when his contact expired and he returned to San Francisco to become a gun-smith again. Just before he left however, he accepted a request from the R.P.D. to build custom guns for the S.T.A.R.S. teams.


In 1997 Barry Burton joined the team, himself a 17-year veteran of SWAT and began assisting Captain Wesker in recruiting new members. He later recruited his close friend Chris Redfield, an ex-Air Force operative who had become a drifter after being kicked out of his unit. Chris could pilot and was an excellent marksman, he was just the sort of employee the S.T.A.R.S. were looking for.

Barry was a big-gun nut and was good friends with Joe Kendo's brother Robert, who ran his own branch of 'Kendo's' in Raccoon City not too far away from the police precinct. The team also held annual marksmanship competitions which always resulted in Wesker, Chris and Bravo Team pointman Forest Speyer fighting it out for top spot, though Chris is recognised as the best shot on the whole team.


In February 1998, Chris Redfield was chosen to trial three new guns, one from Joe Kendo, one designed by engineers from Umbrella Corp and one from Robert Kendo. After extensive tests, Joe Kendo's model was preferred but requests were put forward for further slight modifications.

A month later, another package arrived at the R.P.D. from Kendo's gunshop in San Francisco. This time however, the guns were to be tested by four members of Alpha Team; Albert Wesker, Chris Redfield, Barry Burton and Jill Valentine; a female operative who at some point had transferred to Raccoon from another S.T.A.R.S. unit.

By June, the weapons were perfected and each S.T.A.R.S. member was outfitted with these new guns which Joe Kendo named 'Samurai Edge'. Thanks to their efforts in the field tests, Chris, Jill, Barry and Wesker were all given personalised weapons each built to their own individual specifications whilst the remaining eight members all receieved the standard model. The S in the gun's model number, M92FS, stands for S.T.A.R.S. special. Barry took up responsibility for the adjustment and resupply of firepower for the group from then on, but he leaves any further modifications of the Samurai Edge guns to Robert Kendo at his shop and is always pleased with the results.

Personnel transfer:

In June 1998, rookie 18 year-old medic Rebecca Chambers was assigned to the team. She was placed onto Bravo Team and communications expert Richard Aiken was tasked with looking after her and easing her into life as a S.T.A.R.S. member. Wesker also transferred a few personnel around and promoted Joseph Frost up from Bravo to Alpha Team, a move which made a few of the Bravos secretly jealous. He also personally recruited Kenneth J. Sullivan, due to his position as a chemical specialist. It was a move which confused a few of the others, and Kenneth himself often wondered why his chemical expertise would be useful for a police special forces outfit. Regular RPD officer Kevin Dooly was also sometimes called upon to assist with helicopter piloting duties and has done so on several occasions.

Although the team generally got on well, Enrico sometimes felt frozen out of proceedings and held a secret fear that one day either Chris or Barry may end up replacing him as Wesker's second in command. However, Enrico was a dedicated professional and was always proud to lead the unit whenever Wesker allowed him to.

S.T.A.R.S. teams were on duty 24 hours a day, with each team taking it in turns to be on shift. Their office is located on the second floor of the R.P.D. on the western wing. Captain Wesker has his own desk at the head of the room whilst there are four other desks which are each assigned to a respective Alpha or Bravo member depending who is on shift for that day. There is also a communications station and locker for storage of equipment and weapons.


Each member of the unit wears a different coloured undershirt with the S.T.A.R.S. emblem over the right sleeve and a kevlar tactical vest suited for each operative's personal skills. For example, Rebecca's vest displays the red cross sign and has pouches for first aid supplies whilst Chris's vest comes equipped with a sheath for his combat knife. They are allowed to customise their uniforms to some degree such as the primary colour. A new uniform was proposed which was much more professional and would make all the members wear identical outfits. It consisted of olive drab fatigues and a black tactical vest. Chris was again chosen to trial this uniform but it was never formally adopted following the unit's demise. However, Chris kept this uniform and uses it during his mission to Rockfort Island in December 1998.


There were two UH-1 model helicopters assigned to S.T.A.R.S., one for each team. Although Chris is licensed to fly, Brad Vickers serves as pilot for Alpha Team with Edward Dewey in place for Bravo Team. As evidenced by their team photograph, S.T.A.R.S. also occassionally make use of the R.P.D.'s AS350B Eurocopter as well as their own. Although her primary role is as a medic, Rebecca also takes responsibility for servicing the helicopters before a mission.

Other Equipment:

For the mansion incident, one man from each team was outfitted with a COD shoulder camcorder. This was to record combat data on DV tapes. For Alpha Team, Joseph Frost was outfitted with one and Kenneth Sullivan for Bravo. Only Wesker carried a radio for Alpha Team, whilst Richard, Rebecca and Enrico all had one during the mission.


The Raccoon City branch of S.T.A.R.S. was dissolved shortly after the mansion incident. With most of the team killed on site and no one willing to believe the survivors reports, the unit was disbanded and replaced with the R.P.D. Select Force.

Known Members:

ALBERT WESKER: -Captain of Alpha Team and overall team commander. He left the unit in July 1998 having been exposed as a traitor secretly working for Umbrella.
CHRIS REDFIELD: -Alpha Team member and survivor of the mansion incident. Chris later went on to co-found the B.S.A.A.

JILL VALENTINE: -Alpha Team member and survivor of the mansion incident. Jill later went on to co-found the B.S.A.A. She was reported dead following a mission in 2006.
BARRY BURTON: -Alpha Team member and veteran. Assisted Jill during the mansion incident and survived. Later rescued Jill from Raccoon City before its destruction.
JOSEPH FROST: -Alpha Team member recently promoted from Bravo Team. Was killed during the mansion incident by a pack of Cerberus dogs.
BRAD VICKERS: - Alpha Team pilot who abandoned his team in Raccoon Forest. Later redeemed himself by saving them from the Tyrant. Killed by Nemesis in Raccoon City.
ENRICO MARINI: -Bravo Team captain and overall second in command to Wesker. Discovered the STARS had been betrayed from within and was murdered by Wesker.
RICHARD AIKEN: -Bravo Team communications expert. Assisted Rebecca during the mansion incident and saved her life. He was killed by the BOW protecting Alpha Team.
FOREST SPEYER: -Bravo Team marksman. Good friends with Chris, he was killed in the mansion incident having been pecked to death by crows.
EDWARD DEWEY: - Bravo Team member. Attacked by Cerberus dogs in Raccoon Forest. Died on the Ecliptic Express after warning Rebecca of the dangers in the forest.
KENNETH J. SULLIVAN: - Bravo Team member and chemical specialist. Kenneth made it to the mansion but was killed by a zombie.
