He's low tier, always has been. Arcade Ver. A-D along with console.

With that said, SCII is a game where the entire roster is viable. So take tiers with a grain of salt. I've seen a lot of tournaments won with various characters, even some majors.

Despite the basis being a joke, he really always is very good. Not really fond of his look in SCV though.

Havnt seen his SCV look... but I doubt I will like it... I personally only Liked the SC costumes for most of the characters...SCII and beyond didnt look right and or was Distasteful... well besides Astroth's alt in SC II... that was truly a badass man
