Well I'm fairly sure "Weaker" ;) and Steve are dead, unless you meant for them to appear in some sort of dream or memory type of thing. But my vote went to Claire, with the ties she has to Sherry, I would very much like to see those two catch up. I remember reading somewhere that the voice actor for Claire wasn't called in for RE6...so I don't see her appearing sadly.
