The passenger's diary indicates that the stinger was the subject of an experiment with the T-Virus {bow type 139}. The report concludes that a powerful weapon could be produced but it has weakness in certain areas, most alarmingly of all, the head carapace, which of course is the only place you can shoot it when u do come across it. However, tests were suspended because of the training facility investigation.

I would guess that the scorpion was being transported and when Marcus attacked the train it escaped and the carnage the leeches caused made it grow rapidly. But thats just a guess. But because the file in the train mentions this BOW i doubt it would have been roaming the forest and just stumbled across the train.
