It's a bit more of the same as the woman who had the first video. Will there be some sort of focus on people like this in RE6?
With the inclusion of seeing civilians in the trailers so far, this makes me think there may be more focus on bystanders and civilians and seeing what happens to them and how people react.

This is the sort of thing that I know some people have been dying to see in Resident Evil since the Keeper's Diary was featured in Resident Evil One.

Or is this just as awesome as the viral marketing for ORC, only to not be followed up on at all in game?

It is useless, but it's marketing. I am surprised this campaign isn't going as far as the BH5 one, to be honest. You barely hear about "No Hope Left", where as "Fear You Can't Forget" was all over the place.
