Okay, I checked the Online games Databank for "Biohazard 3: Last Escape" and noticed that all console and PC versions in Europe have been censored. In North America, the Playstation, PC, and the Dreamcast versions are censored but not the Gamecube version. The Japanese version has all consoles uncensored in Japan (Except for the PS3 download versions and SourceNext PC versions ).

1. The German version has all blood gray, censored, and bodies of enemies disappear like in the old arcade games.

2. European versions like UK English, Italian, French, and Spanish, have red blood and gore, except zombie's head stays attached when you kick a it's head as Jill or encountering Hunter in the hospital as Carlos.

3. In the U.S. for Playstation, PC, and Dreamcast versions, you kick the zombie's head and it's head stays attached, but the Gamecube versions in the U.S. you CAN decapitate zombies by kicking them or see it's head get decapitated by a Hunter. Completely uncensored!

4. The Original uncut Japanese version is completely uncensored for all consoles. But after you download the Japanese PS1 version from the Japanese PS3 store or bought the Japanese Sourcenext PC version and play it, the content is the same as the European or UK versions.

How come all versions (except the PS3 and Sourcenext PC versions) in Japan are uncensored and censored for all consoles (except the Gamecube version) in North America?!

I'm fairly certain this has been covered in a million other topics, but Capcom went through a bout of self censorship based on what it perceived to be issues in regards to ratings from 1999-2002 more or less. Its the most likely reason for the changes.

Yeah like Rombie said, this was done by Capcom themselves in order to avoid sanctions until the CERO rating system was created in Japan around late 2002, if I'm not mistaken.

The pre-CERO stuff impacted heavily on the Japanese titles, mostly starting from Code Veronica but the US ones from RE3. This is likely due to the decision being made between Biohazard 3's Japanese release in September and the US one 2 months later in November one would think.

Early builds pre that time of Code Veronica such as the E3 in 1999 showed an implication of heavier enemy damage, which is why when you shoot a zombie with the magnum in the final product it looks somewhat like a head pop in sound and brain splatter, but the head stay attached.

By the time Capcom was working on the Remake, there was a clear focus on the CERO system being properly crafted and it was no longer necessary to self censor. Even given the stuff in RE4 and RE5, which seems somewhat cartoony, I'd almost say the Remake (and Zero, which I believe was the first officially CERO rated Biohazard - someone correct me if I'm wrong) were the most realistic on the gore front.

All my RE3 versions are european, and the heads still come off... Weird.

I had 3 various versions of RE3. 2 for PSX with one being severely older, and one for PC. All uncensored with blood, heads decapitating and bodyparts flying off when using the magnum/R-launcher/eagle etc.
And oh man do I love that "ptschhh!"-sound when you headshot a zombie. Music to my ears.
