It would make sense though, since she seemed to be more agile then a normal person.

Yea the scar is not explained and there's nothing to back up that plaga claim outside of speculation based on the scar, which isn't even a great theory at that considering removing a plaga would have killed her or put her in a wheel chair like Buddy.

I think with these CG movies is that the Big Bad gets taken into custody rather than mutating into a BOW. I doubt we'll ever see Madame President again as she would likely be in a padded cell along with Frederick Downing.
