It's not clear yet. Could be a flash back. Could be clones. Could be the fucking Scooby Doo ending where Wesker's mask is pulled off to reveal Rain. This is Anderson, a guy who ignored a major plot point about killing off all plant life. If he wants someone to not be dead then, damnit, they will live no matter how little sense it makes. And obviously, since humanity has been winnowed by burrowing zombies that can chew through concrete he needs to bring back dead characters so they can stand around, gazing in awe as Alice fight El Gigante using nothing but her teeth.
